I think you put too much stock in the "random" arrangement of characters in the "seed strings". It would be better to have your character pools ordered, simply because disordering them does nothing to the probability of any given character being selected: they're not really "seeds" since none of the slight entropy present in their ordering enters the password.
If anything, ordering them would help ensure non-weighted passwords by making it easier to spot duplicates.
